It may be that you are using the wrong color eyeliner for your coloring. If you are very fair skinned you should stick to a dark brown eyeliner for day time versus a harsh black.
Also be sure to use a pencil if you are new to the world of eyeliner and make sure that it is sharp. Liquid eyeliner looks great, but is less forgiving when it comes to mistakes.
Make sure that you stay close to your lash line. I often pull my eye lid just a little and start drawing the line from the outside of my eye and work towards my tear duct. That gives me the smoothest line. Make up artists tend to do it the other way, but when you are working on yourself this apears to work the best.
You might also want to smudge the line a little if you don't want a harsh liner look.
Don't be afraid to experiment with different color liners like light brown, gold, or even blue as long as the colors compliment your skin tone.

i tell you that you are not the only one...i had a facial done and so i bought all the things they used...i still can not get it to look like they did...eveliner i think is the hardest thing to do...i have tried the eyeliner pencils, the roll on eyeliner and now i bought this stuff you brush on with a real thin brush...i guess we need to practice until we know how to do it good...but i even had her write it down on this face with eyes on it and i am still not got it...so do not think you are the only one...just use a real thin brush and fix it where you like it then darken it in where you think the eyeliner looks good...the stuff i bought is for eyeliner and the eyebrows too...well good luck with yours....

I say use the pencil eyeliner that twist up instead of sharpening for the inside of your eyes. Liquid/gel for on top (your lashline) and kohl or pencil for under your eyes (if u ever put eyeliner under your eyes,not just in the waterline)

Make sure your pencil is sharp, I normally rub it on a tissue after wards so that there are no shavings left behind (they can get into your eye). Burn the tip let it cool slightly (you don't want to burn yourself, this just helps it to go on easier and darker.) and apply to the bottom lid do it lightly and reapply lightly it will get darker. Also depending on your eye colour, skin tone and all that you can decide on colours. I have blonde hair, fair skin and blue/green eyes, so I use browns and blues because black would be to harsh. Start with just a touch of like a gray or brown liner- not black for the first time. Use the liner on just the outer edge of the top lid. Use q-tips to smudge away the extra. Wear it out, make sure it's not messy, and then experiment more with the liner as you feel confident.

(for the top of your eye)when I first started I acutally pulled at the side of my eye when it is closed. It keeps your eye from jumping around so you can draw a straight line on the top...do that untill you get use to it. Close your eye and put your pointer finger at the side of your eye and just pull outward toward your ear...it works really well and you can use that for any eyliner that you choose...oh AND EVERYONES EYES ARE DIFFERENT...they all have different shapes so you figure out what looks best on you...try jus the top...then try both top and bottom and then bottom...ITS ALL UP TO YOU AND WHAT YOU FEEL LIKE DOING THAT DAY!!!

Practice practice practice. It will take some time before you can learn to put it on well. I used to get really frustrated, but then I started having fun with it, doing cat eyes or other things. Your hand will get steadier and you will learn to be more precise and how far away from the mirror is best &c.

Try out a variety. Pencil, liquid, different colors. I can't use a pencil worth anything, but liquid with a small brushliner works great. It's individual. Keep trying.

Do not use liquid eyeliner, use a pencil n line ur lower lid only with it. Do not line ur upper lid as it makes ur eyes look smaller. If u can get a kohl stick, i.e crayon like eyeliner. Rub it on ur finger, n jst stroke ur lower lids with it. bfore putting it on, pull ur lower lid down taut.

what i do
takes practice
pull down your bottom lash line. with a liner pencil, draw a line on the wet/shiny part above the lashes. make it dark
then with a eyeshadow of the same color, use a brush to sort of smoke your eyes.
i use black.
