why do users on yahoo answeres put it on there answer to a question. is that bad.

Basically it is a statement that you have been warned that you might have some undesired consequences if you follow the directions given, and the person giving the directions will not be responsible.
Nearly all computer programs come with a disclaimer that states if it doesn't work on your computer, it is not the fault of the maker.

It releases them from any responsibility, and liability for what others say, or do with the answers. Some people can interpret something completely different from someone else.
