The answer would be 51 if y is equal to 4, because that's how I understood what you wrote.The steps to do this problem is like this.
1) If you ever have a number in front of a letter, or the other way around like this, 12y or y12,,, If you ever see that you would multiply the letter with the number like they said 12y and y is 4, you would do 12*4=48+3=51
2) And that's how you get the answer!!!!

I think you meant to say when y=4. In this case, just substitute 4 for y: 12*4+3=51.

i think it y = 4 not y + 4.

if y = 4, simply substitute the given y-value to 12y + 3.

12(4) + 3

48 + 3

which gives you 51.
