Yeah, probably, with 1 billion people. Except a dragon's organs don't have a choice, they have to comply with the brain.
You only need one out of 1000 people to make an army of one million. With the draft, who knows how many countries you could conquer?

Most definitely, just look at its now incredibly powerful economy and its political influence. People need to wake up to the fact that this is not something that can be lightly ignored and investments need to be made in our own economies and futures.
