That isn't a bad quote. I think it has a lot of truth to it.
I don't think I agree with the last part though. "With our thoughts, we make the world." The problem is that our thoughts are a product of our experiences, and our ability to think. Our experiences come from the world around us, and therefore I think that the world has more influence on our thoughts that our thoughts have on the world.
This is also simular to what a Prophet once said:
"Thoughts lead to acts, acts lead to habits, habits lead to character, and our character will determine our eternal destiny." - Ezra Taft Benson.

Thoughts are important, but Buddha's statements above are only true in a limited context. Outside that context, they are silly. For example, "All that we are arises with our thoughts," if taken literally, is an exaggeration, since a lot of what we are arises not from our thoughts but from what we eat and from the characteristics we inherit.

Descartes said pretty much the same thing with the famous "I think therefore I am" philosophy. I believe there's quite a bit of truth in it. We can only develop things through our ideas. Therefore, if we think it, we can acheive it. If the thought never comes into our conscience, then we can never develop ideas. We can't bring into existence that which has never existed. I hope that makes sense.
