Distance is the most important. Other important greenhouse gasses are water vapor and methane, and as some others said, total amount of gas is more important than concentration. Mars' atmosphere is almost entirely CO2, just like Venus. Yeah it is ~3 times further away, (1/9th the flux density) but the atmosphere being MUCH thinner also makes a big difference.

How far the planet is from the sun. How dense the overall atmosphere is; a very dense atmosphere, like Venus, is able to store immense amounts of heat. Finally, there are many other green house gases--water is a big one.
