You are dealing with an aluminum head. You will have to drill the bolt out. This is tedious. First, center punch the exact middle of the broken bolt. Start with 1/16 in. drill bit. Place the bit firmly on the center punch indention. Use a variable speed drill to slowly start penetrating the broken bolt. If you have one of the bolts intact, note the length of it and don't drill any deeper than necessary to go the full lenght of the broken bolt. Use the next size bit to enlarge the hole. Keep doing this until you have drilled out enough metal, and still have enough left that the threads of the bold are still there. Then, using a pick, carefully remove those thread fragments. If you ruin the threads, there are kits to replace messed up threads and you can generally tap out the hole for the next size bolt. Follow the instructions for replacing the thread inserts. Be very patient and use penetrating oil while drilling those incremental holes.

Wayne T's answer is the best one, however, if you use a left handed drill bit, many times the bolt comes out by itself around the bit. Also, be sure to use a little anti seize on the new bolt so this doesn't happen again.

I hate when that happens.
Head down to your local hardware store and purchase a "screw extractor" also known as an easy-out. Then CAREFULLY drill a hole down thru the center of the broken bolt. Put the extractor in the hole and back the bolt out.

Unfortunately, this will NOT be that easy. You have to remove the remaining bolt. Do what the guys above say. They are right. Also, a torch might help expand the housing to help get the bolt out. And don't let your neighbor work on this car again!
