Anaesthesia is difficult to administer to a safe but effective dose, hence you have anesthestists in hospitals, when they tried this to end the seige in the theatre in Moscow a while back they killed a good few of the terrorist and hostages, your body weight, rate of breathing, metabolism etc. determine how much an anesthetic will effect you, and the difference between unconcious and dead can be quite small in terms of dosage. Where you fire an anaesthetic into a confined space and then hope to catch them alive their are too many variables to calculate effectively.
Stun grenades work well though, they emit a loud noise and flash brightly, this momentarily stuns whoever is exposed to them without lasting harm,
