Oh.. do I know what you mean.. I have a neighbor behind me who has a neighbor who complains to the police about everything and has absolutely NO RIGHT to do so.
There is relatively NOTHING that one can do. If the neighbor calls the police on you many times, then begin calling the police against him for the most minor of things... You could start a whisper campaign but be sure the word does not get back to him(the neighbor) that you were the one who started it. It is hell and I do not to this day know why stupid neighbors do such a thing.
Oh.. by the way.. I would NEVER NEVER give the neighbor satisfaction by moving out.. NEVER

Since you didn't say what type of housing you are living in, I will simply suggest that you first try talking directly with your neighbors. It could be that they just need to be made aware that whatever they are doing is bothering you.
If that doesn't work, submit a complaint to your local homeowner's association or neighborhood committee. If it is more serious, report them to the police.
If they don't plan on going anywhere anytime soon, ask yourself this question: Do I want to endure this living situation for the next 30 years? If not, you might want to think about moving. Just remember -- you may have other neighbors from hell in a new neighborhood!

You stick to your guns - why should you move out?
You don't say what the problem is with your neighbours so I'll have to guess a few things.
Loud music - report them to the council. You no longer have to keep a diary, they will investigate after the first report.
Messy gardens, old cars around etc - again, report them to the council. Even in privately owned homes we have to keep our houses & outside areas tidy.
Hammering/hoovering/DIY late at night - just ask them politely if they can do their work before 8pm and give them a valid reason for asking (such as kids bedtime).
Loud sex life - shout "she's faking it" through the walls. As soon as they know you can hear them, then should calm down.
If your my neighbour, just tell me to shut up!!!!
I can't think of other reasons that your neighbours are a nightmare, but please feel free to add details to you question.
Good luck :-)

I have had the neighbors from hell-and finally moved with a 20K loss on the house. Depends on what you mean the neighbors from hell. If they are overly loud late at night, be persistent in calling the police. Same with dogs, or any other code violations. Maybe you'll get lucky and they will move. If they are quiet and don't keep junk in their yard, etc., and don't interfere with your life and that of your family, don't worry about it. It could be worse.

We are going through the same thing, we just keep a log, take photos, call the police, report them to the local council etc. It is a long hard road and we are still going through it. Contact me for some more help if you need it. Best of luck

Apparently, if subjected to very very low sound frequencies the brain starts imagining things like ghosts etc. So you need to build a sonic gun that can 'shoot' these frequencies at your neighbours house. Eventually, they would get so freeked out they would move. Cool, eh?

Complain to them over and over again about what they are doing that is bothering you....
Some people are truly oblivious & clueless and they may not truly comprehend that they are bothering you...
Start calling the police only as a last resort and obviously only if the neighbors are doing something warrenting a legitimate complaint.
Last, but not least, before you move out..
Consider the possibility that it is yourself that is being overly sensitive and unreasonable about their conduct...

Before you resort to violence, there are mediation services which can help resolve problems between nighbours. Contact your local council or citizens advice bureau. If you or they are in council property there are courses of action you can take. You need to keep a diary of all events, possibly with video evidence then you'll be in a strong position to argue your case. Good luck!
