It doesn't actually reduce the water in your tank, but rather acts as a catalyst and mixes the water into the gas. Dry gas, (or gas drier,) is either methyl alcohol, or isopropyl alcohol. It works by mixing with both fuel and water and allowing them to combine and burn.

Dry Gas is a substance used to clean out your engine so you can drive your car when you got watered down gas.
