It's a futuristic movie about population control. The only scene I can remember is that there is a pregnant woman on the steps to a door in an underground garage. The police take her young son away from her because she is pregnant and each family is only allowed one child....

Soylent Green was a very good movie from the 70's that I believe the scene you describe came from.

Hmmmm, could it be Soylent Green? It was a movie about population control and loss of food sources so they euthanized people and made food chips out of them.
