We have microsoft 2000. We are able to now get the text smaller but the scroll bars are still big. We have clicked on properties but it doesn't give us any options to click on after I click on it.

Right click on your desktop and go to to properties. Go to the settings tab and check the screen resolution. Most common setting is 1024 x 768 with 32 bit color. If the setting is smaller(800 x 600 for instance), the icons and everything else will look bigger.
