What are other good cards for that price but without tuners but with dual dvi?

There aren't any. A decent HDTV tuner costs almost $100: http://www.newegg.com/Product/ProductList.asp?SrchInDesc=HDTV&Page=1&Category=38&N=2010380047&Submit=ENE&Nty=1&SubCategory=47 The best video card for in that price range is an nVidia 7600GT, although for slightly more (assuming you're a gamer), you can get a much faster ATI card.
