Yes, evaporation is the cause. If you are worried about the toilet drying out and the sewer stench coming out, you can pour in a cup of VEGETABLE oil. This will keep the water from evaporating over a long period.

No. It's a bad petcock... once the water level goes down, the petcock should have lowered and put more in automatically.

The water level may have drained due to evaporation, but that would take a long time with very arid weather.

Yes thats what happened. I don't know whats on the windows that window licker 's been licking, I do have an idea, but the only way the toilet would refill is if the tank went down, NOT the bowl.
