I think by that he meant that, we could turn the world around, make it better, stop wars, prevent hunger, etc. It something we have the power to do, if we would just would go and do it. And why do i think he wrote it? Well, I think he just wanted the world to realize this fact...cuz when you´re in the middle of all the confusion and when you keep being bound by rules, you initially made to make the world a better place, but which are now preventing you from doin exactly that....i think he just wanted to say.."hey, wake up world, we can change this if we really tried, you know?". But yeah..thats just my intrepretation of it, i dont really know if thats what he was tryin to say when he wrote that quote.
