Ring BT and give them the address - they will activate the circuit and allocate a phone number.
If he plugs a phone in tho the socket it may allow him to call 150 if the line hasn't been ceased.
If not ring BT customer service and they will sort it.

If he calls BT on 0800 800 152 they will be able to supply a phone line and socket etc. I lived in a shared house once and BT were more than happy to do this - as long as the bill can be paid I don't think they care where a line is put!

Again.. not sure of what your question. If it is just a simple number, you have to call one of the local telephone companies in YOUR area and have a phone connected.. It is as simple as that.... the telephone company will come out... connect you to a telephone line, give you a number and your are IN.

My friend had a similar situation. I told him that if he could afford to help his kid go to 'uni' - surely he could afford to get him a phone. He asked the how he could prevent the kid's roommates from running up preposterous bills and I told him that was a question for his kid and the telepjhone company.
They worked something out that involved the words honor and trust.
My friend had been as concerned about his kid's sense of thrift as that of the roommates. I guess it worked out because my friend is still soilvent.

If he's living off on his own, he should be able to do things for himself. Tell him to call the phone company...stop babying him.
