1 hibernates outside every year, the other is new to me, can they hibernate side by side? If they go in the ground, can I safely cover them? Do you have any insulation ideas? I would put some dirt on them, then some hay or leaves, a wooden box goes on top to protect from the weather. Any good websites to help me? Thanks

you didn't say what kind of turtles you have, I will assume
land tortoises. don't bury them or cover them, let them do it themselves. do supply plenty of leaves and hay (we always use hay) do not put the wooden box on top of them, too confining!
i used to put down a large plastic garbage bag and covered it with dirt and hay so they could crawl under it and stay dry but i don't think its really necessary, think about how they do it in the wild good luck

Knowing the species would help a lot since different species have slightly different criteria.
