Interesting question.
I think it may be some type of anagram or riddle.
First, one cannot "tall." Tall is something you are, yet, tall is relative. A tall ant, a tall tree, or a tall, yet confused boy.
I conclude that the answer to the question, "How can I tall?" may be grow!

What? Do you mean how can I get tall. If you are a kid, then don't worry, you will get taller soon. Just wait and your time will come. If you are an adult, there is no way. Of course, if this is a serious problem, see your doctor. They would have to inject you with Human Growth Hormone.

take vitamins, exercise, get a good night's sleep. don't try so hard to be tall. height is determined mainly by genetics.
