Don't give it to her she needs to learn that crying won't get her every thing in life. It might not be easy to do but she needs to learn it sooner or later. Sooner would be better then later.

Sounds like she is in the habit of showing her emotions from the outside! You didn't mention her age. Sometimes if you really think about it, what she is trying to express on her needs or wants. It will take a lot of patience on your part to find ways to help her talk and not just cry. Crying gets attention because it hurst our ears and our hearts at the same time. She's got everybodies attention with sound not words or proper actions. Maybe, she will react from laughter as comedians do, or through games of like. Also, how old are you? Your already very wise to see her from this view point. She's really lucky to have a sister that cares about her.

The way i do it. Be aggressive. Tough love.
Simpley put. Make her physically cry (not emotionally) and get her used to it every night. It worked and now my sister doesnt even complain about some things

Take something away from her if she doesn't do it, and don't allow her to do anything fun till it's done. Then reward her when she's done her homework

your going to have to wait until she stops...you cant do nothing to make her stop crying because that'll make her feel worse and she'll never stop.

Start beating her up if she's old enough. She needs to get a backbone, so it's better she get while she's young than go through life and get smacked by a brick of life's ups and downs.

tell her your not responding to crying
then sit back and dont respond to it
