I believe Tokyo is the largest city in the world in terms of population, although its land area isn't that big. It depends where you define the outside of the city. According to

I'm sure a quick internet search could answer this. Since I am not sure, thats exactly what ill do but Im pretty sure its Tokyo. I want to say Shanghai or Beijing just because they are in China, and China has a huge population as a whole. I would put my money on Tokyo though.
