I saw REO in concert last October, and I thought he did a good job. I also thought he was the original singer and I think I know only his version of the song. I feel that if it close to the original in voice and sound, it's fine. Some people feel that the original is better with the original person singing it, but if the original person got replaced and the replacement sounds a lot like the other person, it's fine. Look at Styx. Dennis DeYoung got replaced by Lawrence Gowan. Lawrence sounds a lot like Dennis and knows all the piano parts really really really good. Lawrence is just as good as Dennis is, and it shouldn't be any different with any other band as long as the replacement for one person is just as good as the original.
