I don't know if this is the best but I got my gal in the Philippines a visa buxx card and I can add money to that card. She can use it like a regular debit card but can only take out $100 dollars thru an ATM each week so it might not be for you. This card is really for teens but it works well for me so far. The charge to add money to the card is $2 and there are some other fees that I am not sure of but is cheaper than western union. I also considered opening a checking account here and giving her the debit card so she could withdraw money. The fee at my bank for international withdrawals is 1%.

Money Gram is the best I know of. It is much cheaper than Western Union, and as fast. The price is 10 dollars for any amount upto about $ 1000.00 I have sent lots of money to the Philippines. I had a Western Union prefered customer account before I found Money Gram. The lady at the store I sent the Money Grams, had my phone number taped to the cash register, because I sent money so often. Web site has the list of offices. I have had better luck at Philippino stores than banks. The banks to not do the money grams very often so, they are much slower.

Western Union is expensive. My friends send it through Wells Fargo Remittance :
Open a wells Fargo Account, then apply for a remittance card, you have to send that card to your girlfriend. She wont be able to access your account so its safe, she can only get the money that you transferred to that card, and you can do it online :-) Its $5 per transfer so its cheaper. In the Philippines, I think she can withdraw at Bancnet atms (PCI banks).
Or, You might want to try Wal-Mart remittance , I think its cheaper than Western Union.

Bank of Philippine Islands and Equitable PCI Bank charges $ 10 for every remittance. They can send it through the ATM account which is available immediately or deliver it door to door. Another way is by Johny Air cargo. They have the same fees.

where are you sending money from?
in the UK there are a few money remittance centers like twilight express, CBN London Remittance and Far East Remittance? I have been using CBN London for the last 2 years. their exchange rate is reasonably good and they are reliable.
money transfer takes about 2 to 3 days before it goes into ones bank account.
