I don't think this is technically stealing.
However, think of it this way. She is the type of person that will take when she can. What is her rational? Will she do the same at your house. Also, personality can be reflected in a persons behavior. Is she self-centered? Is she capable of empathy?
You might ask yourself some hard questions like, "Is this a person that I want to call a friend or an acquaintance?"

She is stealing. Ask her if it's something that she eats afterwards, or just hoards in a drawer somewhere, eventually ending up in the garbage. Get her to see that she has a problem. That most other people do no do this.
Sometimes stealing can be a sign that something else is wrong in her life. See if you can dig deeper to find any root causes. For example, she may be in need of more attention.
Whatever the case, be a friend to her, and if after having tried all avenues and nothing has helped, you may want to tell her that you will still be her friend, but you don't want to go to restaurants with her.

Well then I am stealing too. I do the same thing and I don't call it stealing. They put it there for you to take. So why not? The only thing is just like she embarrasses you, my daughter gets embarrass also. I find it amusing, so I do it more. If there is candy that I really like, I advise the lady to fill it up that I am taking most of it. So of course I will say your friend is not stealing because I do the same. If people would mind they could put a sign "only take one please". I am a bit different than your friend because I don't take the substitute sugar, I have a thing on napkins, I will take all I can hold in my hand. I guess we are behaving badly. Oh well learn to live with it. I did.

Embarassing, but not stealing if she is in fact a patron of these places. Some people are like that. I know I occassionally take an extra for my desk at work, but that happens maybe twice a year and it is not a handful. My thing is the Chinese Mustard from carry-out places.

Nah. Greedy maybe, but not stealing. You can't steal something that is offered freely. That is, unless there is something posted that says take "ONE".
Personally, I've taken extra before when I thought I needed one for some specific "later". But haven't ever felt the need to hog the stuff for no good reason. I mean, what the heck for?

Well, it's not REALLY stealing; the establishments offer these things for free. It is inconsiderate to others, vulgar, and altogether indicative of this persons character, but it's not stealing.
Look, confrontation is sometimes unavoidable. If this really upsets you, tell this person that until she promises to no longer do this, you will no longer go out with her. If she refuses to change, or lies about it, well... you probably don't need that kind of negativity asociated with you any ways.

Its a bad habit learnt since young. It is not exactly stealing because they are meant to be free. Still it is not very polite. Tell her to stop or else you will break off from her. Do you want this sort of people as your partner?

I've seen all your previous questions. It's amazing you have any friends AT ALL! It's no wonder your husband left you, and the second is well on his way. You are so judgmental!

No it's not stealing. If they etablishments wanted to limit the nuber they would do it like at the olive garden and bring you your 1 mint w/ the check.

No its not everybody I know does that.Things are left out in hand fulls because they know people are going to take them.If you and your friend are out some where and you had no sugar you would ask your friend for a few packs.
