The answer to your question is that in Canada, no you can NOT get an epidural with a tattoo on your lower back (see below links) but here in the states, the doctors are divided. There aren't any documented cases of someone dying of such a thing BUT the risk is that the metals used in the pigment of a tattoo can be 'cored' by the epidural needle, and inadvertantly introduced to the spine. Definitely a bad thing. With that said, I have a tattoo and had an epidural during my delivery last year. No complications. That's not to say the anesthetician didn't avoid the inked area, I have no clue. So as far as the U.S. the jury is still out, and studies are still being done. Tattoos HAVE been found to be a problem with the flu shot and MRI's though..something to consider. Wish I would have known before I got mine! Here are a few links to answer your question...

I have heard of this.... its not always true, but there are some cases where they will not put in the epidural because you have scar tissue underneath the tattoo and the epidural will not work. It only occurs if you have a tattoo covering all over your back (and even then, it doesn't ALWAYS mean you cant get one... its such a rare thing to have a tattoo that prevents an epidural)

generally, whoever is doing the epidural will attempt to steer away from the inked section if achieveable. If no longer achieveable, then they gained't do it till it relatively is been 6 months from the time the tattoo substitute into completed. If 6 months have long previous via then they're going to do the epidural.

No that is not true...the epidural is inserted into the middle part of the back right into the spine. Not in the lower part of the back.

Nope not true...I have 2 tattoos one on my lower back and upper back. Tats don't make a difference...an Epidural is internal doesn't matter if you have a tat.
