Why not go all out make it $40.00 & give him a gift card to his favorite store, such as Home Depot or a restaurant he enjoys. Happy 40th Birthday to your brother in law!!!

If he's one of those guys who buys it if he wants it, or you have no idea what he does.... $40.00 in scratch tickets. Its a big hit with anyone I give it to.
Best experience, my bro turned 30 (a while ago). I bought him $30 in scratch tickets and he won $30 between a bunch he won small amounts on. I also bought him a dozen balloons (for the child in him). He was thrilled.

Why don't you get him a personalized t-shirt with something he loves on it, like fishing, golfing, or a sport he loves.. have his name put on it. you can do this for under $40.00.. I did this for my Mom and it was fantastic. Get a bunch of pictures of you all growing up and thru the years and scan them into your pc and make a slide show that you can put some of his favorite music to, then put it on a disc. It was wonderful for everyone to watch! Your only out the minimal cost of the cd and he has something he'll treasuer and can watch over and over!

Burn him some Cd's, if he likes music. It's fast, cheap, and thoughtful. Make it some of his favorites. Make each CD from different part of his life. Like greatest hits (that he likes of course) from each decade of his life.
If you can get a hold of some photos from his life and make him a little scrapbook/memory book.
