Obviously, when they believed he had the weapons, that would have been the most pressing reason to take him out. Once they determined the intelligence was wrong, they had to focus on other aspects (that were still part of the overall strategy - just not stressed as much in the beginning.) The bottom line: Sadaam was not complying with UN resolutions and after 9/11, we couldn't take any chances. The message to Sadaam was basically: "If you don't want to comply, we have to assume you have something to hide. We aren't going to take that chance!"
