A definition from Dr. Dan Berger (Faculty- Chemistry/Science dept. at Bluffton College) gives a bit of understanding regarding the primary difference between Washing Soda (Sodium Carbonate) and Baking Soda (Sodium Bicarbonate).

". . . washing soda will consume two equivalents of acid, while baking soda will only consume one equivalent."
So, what does this mean for those of us concerned about laundering our cloth diapers and family laundry? Well, basically that Washing Soda is a stronger base than baking soda, and is in fact, CAUSTIC. This is one reason why it isn't used for baking!

It would depend on which purpose you are talking about. Baking soda has several uses. If you are talking about in baking, the answer is no. NaHCO3 will decompose to Na2CO3, CO2 and H2O at high temeratures. That is why it is used as a leavening agent, because it releases CO2 gas at high temperatures which causes cakes, etc to rise and become spongy. Na2CO3 will not release CO2 at baking temperatures.

No, it cannot. The reaction that makes NaHCO3 suitable for baking is : 2*NaHCO3 ----tº---> Na2CO3(s) + CO2(g) + H2O(g) The resulting gases, CO2 and H2O(vapors) make the cake grow, since they will go UP :) At first, (NH4)2CO3 was used, with even better results(because more gases evolve), but NaHCO3 is much cheaper, much easier to store(non toxic), more stable in time - (NH4)2CO3 slowly discomposes by itself while NaHCO3 will only discompose when heating

Of course not.! They have a very big difference. If you want to know the properties of the two you can look to their MSDS(material safety data sheet). Washing soda/Sodium Carbonate is harmful if swallowed.

Absolutely not! Do not cook with washing soda.

For example you use salt, NaCl all the time. Would you put pure Na (sodium) on your food? Or mix a little Cl (clorine) into your soup? I don't think so....
