9/11 because it was carried out by people with so much hatred that they could kill others. Hurricane Katrina was a horrible disaster, but it was caused by nature. No one but God could guide the hurricane.
Also, I don't live in fear of a hurricane...you can see them coming--the power is often difficult to predict, and it may change course, but it doesn't usually come from nowhere. A terrorist attack can happen in a heartbeat.

I'd say 9/11. Why? Because while hurricanes can cause terrible devastation, suffering and death, they're "natural" phenomena. But 9/11 reminds us of how crazed, fanatical and depraved the human mind can be - and that's even more frightening.
Plus, 9/11 was only the beginning of what could well be a very long battle against those fanatics, who will do anything and kill anyone to try to achieve their insane ends.

9-11 is the worst in my opinion, but Katrina was still bad. The citizens of NO new about the threat of Katrina before it hit, whereas the citizens of NYC did not nor could not receive such a warning.
