You've asked this question backwards. Water is most often the dilution medium. What you actually want to know is if water can ever be in a homogeneous solution with these other two substances? Naturally--NO. However, there are a lot of oil and water homogeneous solutions that can be achieved by forcing all the particles through a tiny screen that MAKES the particles mix. This is, after all, the principle behind Homogenization.

If something will dissolve in something else (as opposed to a suspension or other combinations) then both are diluted although one rarely thinks of water that way. But yes. Interesting question, i Had to think about that for a minute.

It would depend on the solvent tho and water and resin won't dissolve.
