it is from the french responder s'il vous plait (i cant spell french very well so im sorry if i boobed) which meants respond please.....which is what you do with an rsvp'd note...you send back a note saying yay or nay to the invite!

yeah as so many people have said it means "Repondez s'il vous plait"..that translates to "Respond if you please"..they ususally ite RSVP & then write the contact info besides it (like telephone number and/or address)..
