I have purchased several CD's from Amazon.com.
They have a used CD section where I have bought CD's for $2 and they were just fine.
Plus you can usually sample the CD while you're there.
It is a great place to buy.

If u r in Delhi go to Palika Bazaar or Nehru Place.good place for the cheapest CD's
