Sweetie-If you are asking this question on Yahoo! Answers, you probably don't have the skills necessary for the job. If you want to start a new empire you have to have influence. The fact that you are on Yahoo! Answers suggests that you don't have very many followers. You may have an unhealthy trait of entitlement.
To be a great leader you have to have followers. And your followers have to believe in a common goal. This can be established through a development of another religion. Once you establish that you will have to scope out some land and form an army to forcibly take it from whoever owns it at the time.
Then you have to protect the borders. And you have to worry about people trying to kill you and overthrow your government. I mean dictatorship, because it sounds like what you want is freedom and power without responsibility. But if you don't give your followers what they want, they will rebel against you.
I would guess you are young. The new generations are dealing with a lack of responsibility, but a desire to control. But they are lacking the skills necessary to successfully carry out their plans. They are taught to be the best and be on top, but are not taught to work well with others and to think of others needs first.
It is great to dream, but if you are serious about leadership you need to get a good education and think less of yourself and more of others.

the best place is to be bill gats of america and then become american president.you will become the emperor like bush.without bill gates u cannot be emperor as in america only tycoon can becom president.america is not demoractic but tyconocratic country.so best way is to be a tycoon then be amrecian emperor.in this case you have not to fight in battle but order other to obey u.u can rule on the world without any war .u can get ur personal booty from all companies of the world and if any one deny the u can remove him like saddam,who refused to pay bush his commission of iraq oil.

Before you get all hung up in world domination take a good look at the world map. There isn't one sq. ft. of land mass that isn't owned by some country or the other. Maybe you should consider the moon for your mad mad scheme?
