It is polite to turn off such devices during class. During exams many professors ban the use of such devices as they may allow a student to cheat. No ban is required.

Mobile phones be banned, how about banning calculators for math students. You could argue that their is no point to banning calculators since they are so accessible.
I can't think of any reason to allow them (cell phones) during class, what if they are calling and asking for answers on tests.?

I teach night classes at a community college. Most of my students are "non-traditional" in that they have been out in the work world at least a couple of years.

I require that my students turn off their cell phones (I actually leave mine in the car) during class. What they do during the break is up to them, but a ringing/singing/rapping cell phone during class disrupts everyone...students AND me. I take points (1 or 2) off a student's grade if he or she doesn't turn off their phone and it rings during my class.

Even if the phone just rings, and the student doesn't answer, it totally stops the flow of the class lecture/discussion.

They shouldn't be banned; students just need to be considerate of everyone in the classroom.

College students are ADULTS. Some even have families and other responsibilities. You shouldn't ban cell-phones b/c it might be the daycare calling, or even a hospital.

In my college we can have our phones on us, but always on silent. When you have a minute, like at lunch you check all you're messages and texts. That way we can get on with our life's, without interrupting college.
And if I get a miscall and I peek down and see it's from someone like my boyfriend or parents who I know wont call me at college unless it's urgent, I'll just pop out to the loo.
Unfortunately, most student dont have their priorities straight and will spend lessons sms'in etc.

Not in colleges, however they should be switched off during times of lessons in order not to disturb the class.

not really as long as it is not disturbing to others and is not in class time which should be used to study.
