First of all darlin! a "Red" light use to mean there are sexual services available! - that is why it was called the "Red Light District", - a "Green" light can mean only one thing - GO! just kidding! - if these are your neighbours - GO ASK THEM! (they probably just like the colour)

I never knew that colored lights signified anything. I always have different colored lights on at night on my porch purely because I like the colors. When I was about six my parents bought me a purple light for my room, and I've just kept up with it. I put up orange, green, pink, red, yellow, blue, purple and so on. Although I don't turn mine on in the daytime, only at night.
P.S. I've just got to say this is the first time I've ever seen a question on YA say it is a decade old :)

I am a PhD in the Debaucherous Arts, and I can say that I use a green light to indicate cannabis for sale. I use a red when I have escorts available. Blue to acknowledge weapons for purchase. I use a yellow-ish/orange-ish light to show hard drugs and shelter is available. And a purple light for gambling.

I don't know why your neighbors have one, but I use a green light in my exterior lights because it provides enough light to see without the blinding brightness of a ordinary bulb, it doesn't glare in my window and interfere with my sleep either. Studies show that a green light is easiest on the human eye, and I leave them on all day because I forget to turn them off in the morning.

RAVEN has it mostly correct, however the lights can indicate up to 7 players and not 4, while there are not many games that allow 7 player co-op there are some out there that do.
