In Canada: SAIT poly and the ICT department seem to have a great program. check it out at www.sait.ca

in case you mean CGI animation like the flicks made by dreamworks or pixar then you definately can start up with bryce, or cinema 4d. howver for undemanding 2d animations choose for adobe flash studio. warning, the best applications are expensive!! i dont think of bryce is in simple terms too undesirable nonetheless
