Not really besides The Fourth Hokage has yellow hair like Naruto right ? The Akatsuki leader has red hair...

there are lots of speculations about that. an article from the net can say it can be since yondaime hokage and the akatsuki leared resembles the same hair. though the akatsuki's leader is just seen in the manga in a silouhette. he has the same eyes as of yuuhi kurenai and the hair of yondaime hokage.

no body has seen the leader of akatsuki just his out line and since he has almost the same hair people just speculate it to be the fourth but it is not proven.
