1) rent
Well this depends where you live. Where I live, 350+ is too much. But my friend in VA pays up to 900 bucks.
2) phone- cell and home
Home phone I pay 30 bucks a month. NO long distance. Cell i have a pay as you go phone. but 50 bucks a month is normal around here.
3) going out to eat
Depends - are you going to Applebees or a fine dining? My hubby and I try not to go over 30 bucks.
4) car payment
About 250 a month?
5) a pedicure
I would never waste my money!

You have too much when you start wondering if you have too much. When you run out of money a week befor payday. When you don't have a savings. Rent and mortgage we need. 3-4 phones we don't need. 'I remember when' our home had 5 people living in it and we had 1 phone, and it wasn't even cordless. Eat out cost 4X more than if we are to buy the ingredients ourself and cook at home. Then add tips and extras like dessert. Car payments and repair are necessary but we don't need a car that cost more than $20,000. You can do your own pedicures and manicures at home. Invite girlfriends over and have a manicure party. Tell them each to bring a dish to share so you don't have to buy it all. :)

If it exceeds your budger then it is too much.
Take ur monthly income I
ur monthly expenses= a
ur listed expenses = b
ur hidden exp =c
min saving = d
X= (a+b+c+d)
I-X= saving .
if savings comes as negative then it becomes too much.
