It's either Norwegian or Danish -- they're hard to tell apart on a lot of written words. "Illegal to buy or sell." What did you see it on? I'm wondering because it's in a funny order, like it's from two halves of a wrapper that got mixed up or something. Ulovlig ved kjop og salg would be the most logical order, as far as I know. It probably means "Not for Resale" or "Not for Retail Sale." Was it perhaps on a sample of something?
