You can use Paint, open your photo and click Image - Attributes and re-size it using the dialogue box. An avatar wants to be about 100 x 100 pixels at 72 dpi.

You can also get Paint.net which has more features and supports layers, and Irfanview.

All the photo editors I have used have settings for the size you want. Either by inches or by pixels. Just follow the instructions because they are not all exactly the same. It is easy.

I used to have the software. I think it's called photoshrinker.
Just do a search on google. Another good thing is that it's free.

I downloaded a freeware called irfran view it shrinks my pictures for myspace. You can download it from the myspace site. I havent had any probelms with it.
