My experience is that they'll pay, but not a fair price. They'll depreciate the value because it's used. If you threaten them with small claims court, they may increase their offer to avoid the trouble and time of going to court.
You may do better in small claims court if you have some evidence of value such as a receipt, or an appraisal from an expert if it was an heirloom. If you don't have this evidence, just threaten them with court and accept their payment.

Check the back of your drycleaning ticket for the company's policy on lost or missing items. If you feel that is insufficient, then you could file a claim in small claims/ concilaition court , but even if you prevail in your suit, the judge will not award you "sentimental value" damages in the form of an increased value. The replacement value of the actual item is all you could hope to collect as well as your court filing fees.
The judge will also likely say that the liability waiver issued on your ticket is in effect since your leaving the garment there constituted acceptance of their policy.

you can sue but in court sentimental value will mean very little you will most likely get the fair market value of dress minus the depreciation value of it

She have the ticket, and sales receipt?
Or know if they still sell it.
Tell the Cleaners how much it cost, and they can play you that. Or it's Court time.

some cleaners have the very small print that explains they are not responsible for you items so you can forget about it if your reciept has it if not take em to court
