Sell it! The money you didn't earn the past 2 years, and there are indications that you won't be earning any rental in the future, would have earned interest/dividends if you put the proceeds of the sale in the bank or on a sound investment. This way, you won't be bothered with real estate taxes, repairs, and headaches.

You've got to promote the good characteristics. there are 4 ways to promote something:
word of moth (means tell your Friends, relatives, etc. about your apartment, they will tell others)
putting a sign on this apartment form the outside.
local and national newspapers
websites.

something is wrong, either lower the price or fix the plumbing, etc. Put up flyers at the grocery store, library, local college or votech schools.
