It is both a noun (someone who flirts) and a verb: behaving amorously, but generally with only superficial interest. Any gender can flirt, and any gender can be the target of the flirtation.

To flirt is to express a romantic or sexual interest in another person. Gestures of...touching...smiling...winking..teasing...& eye contact...conversing in a sexual or romantic way, & body language are main factors.

it means the person is a jerk...a no good for anyone on earth! cant stick to one eventhough the other party is loyal towards them! Yeah he/she is a jerk and doesnt deserve anyone for themselves!
