how do i remove cement paint that is cracking and peeling..?

we painted some cement using weatherproof cement paint and found now 5 months later one thing we painted is cracking and peeling and the other one is fine, we tried to scrape using a putty knife to remove all the paint to be able to repair chipped one but it only removed some and alot left to be removed..what is the best and easiest way to do this?

1. You can use a pressure washer with a fine tip.
2. You can use a wire brush.
3. You can go to a paint store and try some of their chemicals for the job.
It depends on the problem. You just have to experiment.
