If you look down the halogen group, group 7 on the periodic table, Chlorine is the second element in that group. Also as you look down that group, you will see that the electronegativity increases and the ionization energy decreases. So you can pick from Bromine or Iodine. Those are the two I would consider. For a compound with this element , try HBr or HI , both acids like HCl. Their strengths decrease from HI - HBr - HCl. For a reference, check the periodic table, a detailed one. Oh my, I just realized that I was looking at the heat of vaporization instead of the electronegativity. Sorry can't help out. Hope you like the compounds

David is right. If electronegativity is how much an element wants electrons, and ionization energy is how hard it is to get one off of it, how would an element that wants electrons more be easier to take them away from.
