Because they can't afford it, and hope that they aren't in the very small percentage of people that ever need it.

I wonder how fffrrreeeddd would feel if (touch wood) he ever died on holiday and his next of kin had to pay the thousands of pounds it costs to get them home!!!
If people would just read their policies properly before travelling and make sure the cover is adequate for what they may need then they would not have a problem claiming - yes the insurance companies do need to take a while and check everything out but funnily enough they can`t just pay out to everyone who says they have lost something or been in an accident there are some dishonest people out there.
Sorry for ranting and no I don`t work for an insurance company.

I travel all the time and never get insurance - it is a scam for suckers (liek car insurance for rental cars). Read 'batty''s answer - she is 100% correct - if you actually have insurance then make a claim - it is like pulling teeth to get any money back from the insurance company. They will be such a pain to deal with because they assume you are cheating - if you get insurance, it is likely that you are not covered for what happens to you. Also, if you book your flights on Visa or thru some travel agents - they include 'free' travel insurance. Also for lost bags or crashed airplanes, the airlines cover minimal amounts (they are required by law).

I presume you are trying to sell Insurance cover.
Nice Try.
I don't know why the travel withouth the cover - maybe its too expensive on top of all their other holiday expenses, but you are really reaching by trying to sell your products in this way.
You sound like a really naff TV advert. "Why do people travel abroad without cover! Its MADNESS!" You could even get Barry from the Cillit bang ads to present it.

HOW do you know it? If for instance you pay your holidays with an Amexco Card you are automatically insured. Many people don't need an extra travel insurance since they are already covered somewhere else.

There`s a distinct possibility that if there are no descendants of a person travelling ,if something happened it don`t matter?Selfish perhaps but, I know of a lot of people who do travel without insurance & have insurance myself.

Because they are stupid. Then they go on to websites and say stupid things like: you know in South Africa there is no proper health care for foreigners....
Basic stupidity is your answer.
