Yes, if it is apply on the dry ink. it will give a nice interesting effect of a painting. I strongly suggest you should because nowadays are contemporary movements that abstract artworks can be painted with many exploratory mediums and methods.

Depends on the surface. If canvas, prime it properly with a good acrylic. Ink won't prime it at all. The oil paint will just soak in and it will be crap.

Not quite sure what you mean by primed with ink, if you mean the whole canvas is coated with in, then unless it is water-based it will harm your finished painting.
Solvent-based inks have a nasty habit of staining through paint eventually, not to mention any damage that may be done to the canvas/paper itself.
Don't use it on anything important, but experiment if you have to, on something that you can afford to lose.

Put oil paint on a canvas primed with gesso and then if you want ink, put it on the gesso and then play with oil paint. The oil paint will long outlive the ink which is going to fade relatively soon.

if the ink is completely dry I would think you could however the oils might be too strong and cause it to pull up the dried ink. Give it a try on a small section and see if it gives you a good finish.

If you have sized your canvas surface with rabbit skin glue or PVA glue, you won't need a primer.
I use water-based emulsion paint mixed with PVA glue as a primer, that works fine and dries in a couple of hours. Otherwise you could go with gesso.
