Try writing a letter to the editor of your newspaper. Make sure you have proof in writing so you can't later be sued. Get a written statement from the vet you took him to. Get the community involved. Get ahold of spca officials, not just the local ones. Make a fuss!!!

IF you have proof I would keep pushing the issue. I know that it seems that this is a #1 priority to you, but the police dept. is very busy with many calls and complaints. Most of the time they do have your information, they just haven't gotten to it yet. If the dog has already passed away it is out of it's pain, so there might not be any real hurry to get to that case However just because action has not been taken yet, does not mean that it will not happen. His time and day will come when he least exspects it. Don't worry. If you would like to keep informed ask your police dept. if they could update you. I'm sure that they will be happy to do that for you.

So you did finally get custody of the dog? That is proof that the police acknowledged the neglect. You need to carry this out. If you know where the other owners are, file a report against them with the SPCA (let them know that the police are aware of cruelity to the animal), next step would be your vet who can back you when you take it to Animal Cops! Go all the way with this, I would.

Best thing you can do is to keep pressing the issue. If the county sherriff's department won't take any interest in it - try taking the claim to your state police.

I would first threaten to go to the news media, if you do not get any response go to the media. No agency like to take the heat.
