First of all, you can't measure pollution by "state."
Pollution is measured as so many parts per million in a sample area of say 500 square feet (about the most any good particle counter can reasonably hope to measure).
So, pollution is generally measured by distributing a number of counting/measuring devices over a grid in a particular area. An average number is calculated from those figures, and is stated as being the pollution measurement for a given town or city.
I am not aware of any pollution study which has actualy measured the pollution amount for an entire state (all the square footage within it).
What usually happens is that a number of really bad counts are averaged up and stated to be the pollution index for so-and-so area.
The pollution index varies with the speed of wind in the area, the time of year, the amount of precipitation, and the temperature.
For example: The pollution of LA and SF in California do not represent the norm for the state. The same may be said for Manhatten and NYC regarding the state of New York.
If you are concerned about pollution, don't vote for George Bush.

probably California. after that I'd have to say New Jersey because when i drive through there the state is so dirty and disgusting, no nature around. That's because its close to NYC. New york however is not that polluted, the city definitely is but a lot of the state is still rural, even though its disappearing. the Adirondack park is huge which definitely helps New York.

Texas is worst, and going downhill daily.
California has emissions controls in place and gasoline scrubber requirements, so their problem is continually improving. Not so Texas. It's raw gasoline, no controls, and a fundamentalist view of the world that says pollute, pollute, pollute!
