I have just looked up "haste" in the dictionary and it means "hurry". People say "more haste less speed" when they think speed is a hindrance to what they are doing and they need to be more careful or the speed will be detrimental to the task, ie slow down or you wont get the job done.

Isn't it Less Haste More Speed? It's a metaphor and It literally means that if you take your time making sure to cover all the bases you will eventually get their quicker as you don't have to go back to sort out problems that occurred cause you weren't being careful.

I think it is in reference to the fact that if you are going to fast , your hands cannot keep up with your brains speed and utimately you do nothing but make a mess.
concentrate and work quickly and effectively.
