Try the Los Angeles River. After a heavy rainfall there is a great run of old tires and dead cats and dogs. What makes the L.A. River a great place to fish is that it is paved with cement. You won't get your boots muddy. L.A. is not really a fishing destination. Your best bet would be surf fishing or fishing off a jetty. There are a number of piers you can try. The best time to fish would be an hour before and after high tide. As for fresh water fishing, there may be some bass ponds in the area. I would try ocean fishing, though.
